      This test case is to validate the CVO-to-OBO metrics access feature.

      The test is considered successful if:

      1. Flags: `RHOBS_MONITORING=1` is set (required); `ENABLE_CVO_MANAGEMENT_CLUSTER_METRICS_ACCESS=1` may be set (optional)
      2. CVO Configuration: CVO metrics URL points to OBO Prometheus
      3. Connectivity: CVO can reach OBO Prometheus
      4. Metrics: Critical metrics are available
      5. Evaluation: No "Could not evaluate" errors in conditional updates
      6.. Status: Conditional updates show Recommended: true/false (not Unknown)
