Non consistent Role Assignment creation modal title for the different related entities.

Steps to Reproduce:

1. Navigate to any cluster's Role assignments tab
2. Click on Create Role Assignment

Actual results:

The title does not contain "for clusterName" as a part of the title

Expected results:

consistency between the Role Assignment creation modal since the rest of entities actually display the entity title for which the Role Assignment is created for
