As a global hub user, I can verify PolicyGen templates work after cluster migration so that policy management continues functioning properly

      Created some example about policygentemplate, and tested the policy can not be deleted in migration.

      We should check:

      • Policy could be created using policygentemplate
      • Policy created resources(operator,configmap/...) will not be impact in migration. Operator created pod can not restart
