[PICS] Capture the component information before running the regression

      Some components need to be enabled( they are disabled by default) before running regression, or exclude some component automation to avoid impacting other components.

      PICS needs to collect this information to run the regression accurately.

      1. Enable RBAC(fine-grained-rbac-preview) before each regression
      2. enable site-confirm before the ACM upgrade. Any other components required to be enabled before upgrading?
      3. Exclude install test when running post-upgrade, it causes some components to re-enable/disable and lost data
      4. Does MTV or CNV require enabling for regression or upgrade test?
