Description of problem: 

ACM 2.7 GRC will be used by Service Delivery (SD) in their infrastructure. This task is to create a GRC Runbook for use by Service Delivery in support of ROSA Hypershift that will GA in April 2023 (and previewed in Feb 2023). 

This Runbook should provide a list of potential scenarios that may occur in production, and how SD SREs can debug and resolve them, in a step-by-step manner, and without a lot of expertise in GRC. The more comprehensive and accurate this Runbook is, the less need for escalation to Engineering to resolve production issues.
