      Epic Goal

Improve the communication between the search collectors and the indexer to increase resiliency and scalability.

Provide an SLO for data collection (stretch goal).

      Why is this important?

      Increased search resiliency and scalability.

      Scenarios

      1. Managed Cluster sends a large initial payload when it becomes online or if a resync is needed.
      2. Unstable resource statuses sent could be better optimized.
      3. Is it possible to reduce default collection if we have configurable settings?
