Turning off various MCH/MCE components can break installation

      Description of problem:

      Turning off various MCH/MCE components can break the ACM/MCE installation and prevent it from being uninstalled.

      Version-Release number of selected component (if applicable):

      ACM 2.15

      How reproducible:

      Always

      Steps to Reproduce:

      1. Install ACM 2.15/MCE 2.10.
      2. Turn off ALL components in the MCH/MCE except console.
      3. Attempt to uninstall ACM.

      Actual results:

      When deleting the MCE, it will go into an Error state with this status. It will stay like this forever.
