Description of problem:
Turning off various MCH/MCE components can break the ACM/MCE installation and prevent it from being uninstalled.

How reproducible:
Always
Steps to Reproduce:
- Install ACM 2.15/MCE 2.10.
- Turn off ALL components in the MCH/MCE except console.
- Attempt to uninstall ACM.
Actual results:
When deleting the MCE, it will go into an Error state with this status. It will stay like this forever.

ACM should uninstall despite all components being disabled.
