Description of problem:

After switching between specific scope to global role, the cluster and namespace selection is cleared out.

Version-Release number of selected component (if applicable): 2.15

How reproducible:

always

Steps to Reproduce:

1. open "Create Role Assignment" modal from role or identities
2. change scope to specific
3. select either clusters and namespaces
4. change scope to global
5. change back to specific

Actual results:

the cluster and namespace selection is cleared out

Expected results:

the cluster and namespace selection should remain

Creation modal will be totally refactored but please keep this behavior in mind
