Value Statement

For usability:

1. if user searches the list then pages forward then clicks on an application for details, when they navigate back to the list, the search and page are lost so they're looking for something they have to reenter the search and page forward again

2. System applications are meant to be secondary to argo and ocp but they receive the same priority in the list-- so when sort the application names it should sort applications with a system type to the bottom of the list
