Update https://github.com/stolostron/governance-policy-framework/blob/0e1f4119522026892f4d8079c7b9ad4c23562df0/build/patch-dev-images.sh#L7-L8 to pull Konflux images, which have the form quay.io/redhat-user-workloads/crt-redhat-acm-tenant/<component>-acm-XY. To make pulling the image easier (since currently the tags are all git SHAs), we could consider adding a latest-X.Y tag to our Konflux builds using the additional-tags parameter: https://github.com/stolostron/konflux-build-catalog/blob/4dfb5ea95124fddbbc462e1a349446e658de0358/pipelines/common.yaml#L22-L25

Migrate fast-forwarding for acm-cli and must-gather out of Prow and over to governance-policy-framework by moving them from https://github.com/stolostron/governance-policy-framework/blob/main/build/main-branch-sync/repo-extra.txt to https://github.com/stolostron/governance-policy-framework/blob/main/build/main-branch-sync/repo.txt. Moving these will be one more step away from Prow.
