Description of problem:

• Delete cmd availability is inconsistent (on a Running VM)
  • Not available under 'Actions' when selected from VM details page
  • Available when selected on the list

Note that Stop action works when clicked.

• CCLM option is available even when the VM is turned off

Trying to migrate (by completing the modal which doesn't indicate any issue), fails with the message 'Vm power state is incompatible with the selected migration type'
