Epic Goal

After Epic https://issues.redhat.com/browse/ACM-25707 we don't need to maintain 2 repos in our CICD pipeline/ build process.

In this Epic, we will mainly refactor https://github.com/stolostron/backplane-operator/tree/main/pkg/templates/charts/toggle/cluster-proxy-addon to using only cluster-proxy's image.

We also need to create subtask for build team to stop build cluster-proxy-addon in new release to reduce effort of maintainance.

Acceptance Criteria

1. In ACM, cluster-proxy-addon only use one repo: stolostron/cluster-proxy.
2. Deprecate stolostron/cluster-proxy-addon and stop build image for it in new releases.
