Description of problem:
Creating App Subscription with time window causes application manager pod crashes, the root cause is that the timezone data is not in the subscription image.

Steps to Reproduce:
- Create an appsub with active time window, select any timezone and time intervals
- View the application manager pod
- ...

Application manager pod crashes with log
