      Description of problem:

      Creating App Subscription with time window causes application manager pod crashes, the root cause is that the timezone data is not in the subscription image.

      How reproducible: Always

      Steps to Reproduce:

      1. Create an appsub with active time window, select any timezone and time intervals
      2. View the application manager pod
      3. ...

      Actual results:

      Application manager pod crashes with log
