      Description of problem:

      Push-model ApplicationSet applications are showing incorrect topology for resources other than pods. Each resource is green on the target cluster, but shows an orange warning level in the topology view.

      ACM 2.15.0

      How reproducible:

      Always when running locally (in-cluster rare to see due to ACM-23361)
