Description of problem:

For certain applications, the information on the Overview tab does not load. For others, it loads but the list of clusters is empty and the topology view is incomplete.

95% of the time; correctly loads occasionally

1. View an Argo push-model Application Set
2. View an Argo Application on the hub cluster

Overview tab should load without delay, and Topology view should be complete

Additional info:

I verified that these issues do not occur in ACM 2.14.0 (where I sourced the expected results images). The issues seem to come from the uidata endpoint. 

• In one case it returns empty results most of the time. This occurs running in-cluster but not locally.
• In the other case, it fails to return anything and hangs. That case is reproducible locally. Running in-cluster it works perhaps 5% of the time.
