paused MCE in 3k sno clusters stops upgrade progress

      Description of problem:

      In 3000+ SNOs with ACM env, currently need to pause MCE to bump memory on other pods, while the upgrade can NOT work with a paused MCE. This blocks the testing in https://issues.redhat.com/browse/ACM-2246.
