      This may need an entire new section, as this is an enhancement blockage that now prevents users from upgrading OCP out of support.

      DRAFT:

      When attempting to upgrade OCP to a version that is not supported by the currently installed MCE version, the action will be blocked with a message similar to the following example:

      Cluster version is 4.19.11

      Upgradeable=False

      Reason: IncompatibleOperatorsInstalled
      Message: Cluster operator operator-lifecycle-manager should not be upgraded between minor versions: ClusterServiceVersions blocking minor version upgrades to 4.X.Y or higher:

      • maximum supported OCP version for <ACM CSV> is 4.X

      Upstream is unset, so the cluster will use an appropriate default.
      Channel: stable-4.X

      Recommended updates:

      VERSION IMAGE
      <recommended version(s)>

      While heavily discouraged, this may be overridden by using `oc adm upgrade` with the `–force` flag.

      Note: As the feature and doc is understood, this recommendation may
      change. If this is new documentation, link to the section where you think
      it should be placed.
