Description of problem:

When using template type addons with `addonTemplate`, if a user defines a deployment agent in a custom namespace (not `open-cluster-management-agent-addon`), and then references an `addonDeploymentConfig` for *any purpose* (customizedVariables, nodePlacement, registries, etc.), the agent deployment is silently installed in `open-cluster-management-agent-addon` instead of the namespace defined in the `addonTemplate`.
