      Value Statement

      We should reconcile on MRA managed ClusterPermission spec changes. This is to prevent users from manually changing specs on ClusterPermissions directly. If a ClusterPermission is managed (has managed label), and the spec is changed, we need to reconcile and re-compute the ClusterPermission to revert custom user spec changes, which is not allowed.
