During Role Assignment creation (RA modal), we need a way for the user to select "All Namespaces". Consider whether we should have a check box/separate option before the common namespaces drop down selection. If they select "All Namespaces", then we do not need to include any targetNamespaces. In this scenario, ClusterRoleBindings will get created in the backend.
