Legal has approved the tip of netperf, so we can add it to the downstream nettest image. It seems unlikely we’ll get an RPM for this, so we should follow the upstream approach and build it during the image build: https://github.com/submariner-io/shipyard/blob/devel/package/Dockerfile.nettest#L7

It’s not clear whether this is actually possible in our midstream: apparently a single build can only have a single reference to source code (in our case, that’s the Shipyard project providing nettest).
