Description of problem:

In the ACM Overview the Cluster Recommendations is showing 0, even though I have confirmed in the console.rh Insights advisor that this cluster (the hub) should have 4 items listed.

2.15, 2.14 & 2.13

How reproducible:

All day

Steps to Reproduce:

1. open the ACM Overview and review the Cluster Recommendations 
2. compare against what is listed/available in console/rh advisor recommendations (must be a cluster that is reporting issues)  
3. compare against what is in the OpenShift console Overview as well

Actual results:

No recommendations

4 recommendations
