Description of problem:

If we want to rely on rebuild requests to prep images, we need to be aware that builds are not starting from rebuild requests because:

pac.test.appstudio.openshift.io/event-type: incoming

Does not match what we expect:

pac.test.appstudio.openshift.io/event-type: push

We should think about allowing either value for the bundle builds to accept these platform release builds.

We can manually run bundle builds and pick these snapshots, but should discuss this to see if this incoming value has any other meaning.
