Epic Goal

• Continuing with the work from:  https://issues.redhat.com/browse/ACM-2152, we need to explore other components and controllers for code instrumentation and monitoring

Why is this important?

• As the control plane for ACM, Server Foundation components need to be easily be monitored and established with appropriate SLIs and SLOs
• We need metrics for easier scale testing analysis
• Additional components may eventually get leveraged in cloud sercices

• CI - MUST be running successfully with tests automated
