Investigate if we can improve ClusterPermission memory usage further.
Related to https://issues.redhat.com/browse/ACM-24032
For the above bug we are able to resolve the pod OOMKill issue but the memory usage is still a little high ~200 MB even without any ClusterPermission CRs.
