Hibernated cluster cannot be resumed. Cluster is unreachable.

Steps to Reproduce:

1. Create a cluster and hibernate it (can be spoke or clusterpool)
2. Cluster is "Unknown" (spoke) or "Unreachable" (clusterpool hibernated cluster)

Was able to change the CD to initiate resuming
