Value Statement

Up until this point, RBAC UI has been writing MulticlusterRoleAssignments to k8s api, but the controller has not been running. This task is to set up a new lab env with latest 2.15, and run with the controller to test working end to end scenario. This is also to prepare for the engineering playbook demo, where we will be showcasing this final result effort.
