Description of problem:

I don't see any rebuild requests (push jobs) that should have run to try to resolve this.

I just requested a rebuild using the annotation:
oc annotate "components/console-mce-mce-26" build.appstudio.openshift.io/request=trigger-pac-build

I suspect a rebuild may resolve this component – so this issue is really focused on why rebuilds don't seem to be getting triggered.  Will try to attach a screenshot showing the latest build jobs
