The policy controller E2E (integration) tests on PRs do not use service accounts so when we don't properly update the permissions required on the service account for a code change, it is often not caught until QE tests the feature or a BVT failure on the next build.

Let's update our controller repos' E2E tests to use the service accounts generated by Kubebuilder.

      AC:

      • Update 1 repo (config-policy-controller)
      • Create tasks to update the other repos
