      When creating a Role Assignment from the Roles page, we need to select the User or Group. This will show existing Users or Groups on the hub cluster. In addition to this, we need to allow users to enter in a custom user or group that does not exist on the hub cluster. This was a requirement in 2.14 TP, and we have the same requirement in 2.15 TP.
