Allow deployed charts to deploy conditionally resources that might be platform specific: allow to deploy a true helm chart instead of a static manifest

• cluster-api-installer can generate charts that handle running on openshift or vanilla k8s conditionally:
  • add layer that could enable/disable resources and annotations to achieve this goal
