Allow ACM to upgrade managed clusters with booth --force and --allow-upgrade-with-warnings option

2. What is the nature and description of the request?
Openshift 4.16 provides OVN-Kubernetes and CoreDNS integration feature
This feature is in Tech Preview with TP NoUpgrade flag

In order to upgrade after this TP feature was activated we need to use booth --force and --allow-upgrade-with-warnings flags like this

oc adm upgrade --force --allow-upgrade-with-warnings
oc adm upgrade --to=4.17.32 --force --allow-upgrade-with-warnings

This feature request is about ability to upgrade managed clusters with --force and --allow-upgrade-with-warnings directly via the Red Hat ACM interface and using the ClusterCurator.

3. Why does the customer need this? (List the business requirements here)

Do to business constraints we need to leverage OVN-Kubernetes and CoreDNS integration feature. For my customer it will be supported with Support exception SUPPORTEX-22280

The customer has automated the of managed clusters upgrade using the ClusterCurator but could not use required --force and --allow-upgrade-with-warnings flags
