Description of problem:

Below is the MCE 2.7 build failure.  The cluster_api image is referenced but should not be needed.  I think the same change is needed for MCE 2.6 - but I haven't tested it so this issue may be invalid.

How reproducible:

Did not attempt this.  Guessing the issue may be in MCE 2.6.  I cloned this from 2.7 but I don't think QE checked for this error or maybe didn't notice it.  Close if it doesn't apply.
