Epic Goal

VolSync v0.13.1 needs to be released to address CVEs - this will be the first fixpack release via konflux.  This release aligns with ACM 2.14.1

Release date currently set to 09/29/2025 - just ahead of the ACM 2.14.1 fixpack.

• [] Need to build v0.13.1 in konflux with jwt-go fixes for CVE-2025-30204 for rclone  (restic is already good)
• [] Need to update the FBC to include this bundle - will need to ship v0.12.2 fbcs first
• [] Need to release v0.13.1 via konflux
• [] Need to release the FBC images with v0.13.1 via konflux 
• [] after releasing v0.13.1 in konflux, ensure it is picked up by the ACM 2.14.1 build
