[Submariner] - subctl diagnose tests spawn nettest image with wrong tag nameing convention

Description of problem:

ACM 2.7 / Submariner 0.14.1

During execution of downstream subctl with subctl diagnose all command, a few pods with nettest image are created to perform several checks.
The pods are referencing wrong image tag naming convention and as a result fails with image not found error.

Image referenced:
"registry.redhat.io/rhacm2/nettest-rhel8:0.14.1"
Image that should be referenced:
"registry.redhat.io/rhacm2/nettest-rhel8:v0.14.1"

Note the "v" before the tag definition.
