Move repos to golang 1.24 now that we have a downstream builder.

Currently this seems to be the builder to use:

Looks like upstream we can use this builder:

registry.ci.openshift.org/stolostron/builder:go1.24-linux AS builder

And downstream in konflux we can use this:

brew.registry.redhat.io/rh-osbs/openshift-golang-builder:rhel_9_1.24
