Work with wolfeallison and rh-ee-kcormier to review empty states. 

1. Access the cluster and the first step is to try to see all the empty states. 
2. I see that in the development cluster Virtual machines is off from most of the others
3. I am not sure that they are correct with calling it VirtualMachines here, like the resource. It should match the tab in the navigation and tab in my opinion. 4. Other empty states read, "You don't have any....", which is I think a result of a previous sweep we did years ago, so we should stick to that.
