The new feature to put a new created SC into `maintenance` state after provision can block the provision shard setup.
Without this fix; new SC would be created and NOT get a provisioning shard.
Therefore; a MAJOR regression in fleet-manager.

This issue fix prevents a blocking issue from getting out of integration.

1) OSDFM should wait for new created SC's provision shard become ready before setting this new SC to maintenance

2) when a SC's provision shard ID is empty, 
reconcileProvisionShard should create a new provision shard for it.
