      Description of problem:

      If the secret used by the bootstrap kubeconfig is removed, the kubeconfig isn’t refreshed with a new token, causing the cluster to go offline.

      References:
       * After upgrading to 4.16, any existing long-lived service account API token secrets are not deleted and will continue to function.
       * ServiceAccount token secrets missing after upgrading to OpenShift 4.15
