To mark what defects are waiting on a build, we should review our Jira pipeline. Often in QE I am given a defect in which there is no downstream build to test on. This makes it incorrectly look like many defects are waiting on QE when in fact they are waiting on a build. Some possible options are adding a new Jira status called something like "Waiting for Build" or to assign such defects to the build team.
Additional Comment: Rather than a new status, could developers be responsible for ensuring the change is in a build, before transitioning out of the "In Progress" status? Just personally, I'd rather not have a new Jira status to consider in my filters and boards.
