Because more and more releases, ACM 2.14, ACM 2.15, Z streams, start to use Konflux, we introduced a common Konflux pipeline to reduce the maintenance cost of the tons of Konflux PRs. The common pipeline has a GitHub action to update the image SHA automatically, which is hard to control whether to merge these PRs one by one by human, so we need to figure out if all these Konflux pipeline updates are allowed in the code freeze phase
