Changing git application to non-existent path does not deploy failed git-pull-time metric

      Description of problem:

      When the git path is changed for a successful git application into a path that does not exist in the repository, a git_failed_pull_time is not generated when it is expected to be

      Version-Release number of selected component (if applicable):

      ACM 2.7.0

      How reproducible:

      Always

      Steps to Reproduce:

      1. Create a successful git application
      2. Edit the subscribed subscription YAMLs git-path through UI or oc edit
      3. try to see the git failed pull time metric for that app

      Actual results:

      no git failed pull time metric is generated

      Expected results:

      git failed pull time metric should be generated
