Reverse order of GRC test cases

      In our new GRC automation, we need to reverse the order of the test execution. Test cases should always change the default first (ON or OFF) and then reset it back at the end. In the case of GRC, which defaults to ON, we should run the disabled test cases first, then the enabled ones.
