Provisioning VSphere cluster on OCP 4.12 throws install-config error in provisioning

      Description of problem:

      When attempting to provision OCP 4.12 on vsphere, we get the following error:

      The same happens on ovirt/RHV:

      1. try to provision ocp 4.12.0-rc.2 on vsphere and rhv cluster from the console

      Additional info:

      Provisioning with same details works with OCP 4.11 / 4.10 for both platforms. Most likely related to recent change to handle default networking type on 4.12.
