Description of problem:

When using the Access control UI, the search for roles is hard-coded against local-cluster which will not work if a custom hub name is used.

1. Set up a cluster with a custom hub name
2. Try to create a new permission in the Access control UI

Actual results:

No roles are populated in the dropdowns
