Enable destroy for Hypeshift AWS clusters

      Value Statement

      We want to display the 'Destroy' option for Hypershift AWS clusters but with a warning that it will only delete the control plane. So no AWS artifacts will be cleaned up ie. VPC, subnet ids etc... Also add note to user they can create an RFE to clean up AWS artifacts which is to support the case for delivering HCI API in the backend.
