investigate ArgoCD applicationset in any namespace

      Value Statement

      ArgoCD has supported managing ApplicationSet resources in namespaces other than the control plane's namespace. But this feature has to be explicitly enabled and configured appropriately. 

      The user story is to investigate how to enable it in Openshift Gitops installed by OCP operator hub
