Description of problem:
The "Virtual machines" view under Infrastructure in ACM is not displaying the list of VMs that should be accessible. Users have been granted the open-cluster-management:managedclusterset:view:global role, but when opening the Virtual machines view, they are presented with an "Unable to display virtual machines" warning. From the search view however, they are able to see a tile representing the number of virtual machines they have access to. Granting cluster-admin privileges allows for the Virtual machines view to display the VMs appropriately.

Steps to Reproduce:
1. Provide user with open-cluster-management:managedclusterset:view:global role 2. Confirm user has access to VMs by navigating to the Search page and observing an appropriate value in the VM tile 3. Navigate to the Virtual machines view under Infrastructure 4. Observe warning stating "Unable to display virtual machines"

VMs are not viewable
