Generate external-managed-kubeconfig for already existing hosted clusters

      There is a situation where a hosted cluster is created while the agent is down or not deployed yet. Since HostedCluster resource events triggers the hypershift addon agent to evaluate and generate the external-managed-kubeconfig secret, which is the hosted cluster's kube API server kubeconfig for the klusterlet and the agents to use to connect to the hosted cluster for registration, there will be a situation where an existing hosted cluster does not get immediately get imported to the ACM hub because of missing external-managed-kubeconfig secret.

       

      This ticket is to address this scenario.
