Summary

Now that ACM 2.4, the last version of ACM that doesn't pre-req MCE, is exiting support, we can safely include MCE and its catalogsource as a hard dependency in the deploy repo's brew deploy scripting and brew deploy documentation.

• Update brew deploy documentation to include information on locating the correct IIB for MCE and defining a proper catalogsource
• Update brew deploy scripting to include the creation of an MCE catalogsource
